Ten Mega Drug Cases Cracked in 2007

1. Police agencies of China, Canada and the United States jointly cracked "Huang Zhiyong" transnational cocaine trafficking
case. On January 17th, 2007, under the unified guidance of the Narcotics Control Bureau of MPS, the police agencies of Guangdong
Province of China and Canada and US jointly uncovered "Huang Zhiyong" transnational cocaine trafficking case. 5 suspects were
captured in Canada, 6 captured in Guangdong Province of China. 25 kilograms of cocaine were seized in US and a trans-continental
drug trafficking syndicate was destroyed.

2. Public security agencies of Yunnan Province dismantled "2.28" methamphetamine trafficking network. From March to
August 2007, directed and coordinated by the Narcotics Control Bureau of MPS and supported by public security agencies of
Guangdong and Liaoning, public security agencies of Yunnan Province successfully dismantled "2.28" methamphetamine traffick-
ing network after half-year's investigation. A methamphetamine trafficking network covering 16 provinces, autonomous regions
and municipalities was destroyed, 53 suspects were captured, 6.7 kilograms of methamphetamine, 906 thousand yuan of drug
proceeds and 4 drug carrying vehicles were seized.

3. Public security agencies of Yunnan Province cracked "Sky Net" 06055 special case. On April 11th, 2007, under the direct
command of the Narcotics Control Bureau of MPS and the Yunnan Provincial Public Security Department, Kunming Public Secu-
rity Bureau of Yunnan Province successfully cracked "Sky Net" 06055 special case supervised by the Ministry of Public Security.
The police destroyed a drug trafficking group that were active in Yunnan and Sichuan for a long time, captured 12 suspects, seized
1.4 kilograms of heroin, 4.7 kilograms of methamphetamine, 3600 ml of semi-product, and s number of drug producing raw mate-
rials and tools.

4. Public security agencies of China and the law enforcement agencies of the Philippines jointly uncovered "Cai Aishan
Transnational Drug Manufacture and Trafficking Case". From 4th to 7th June, 2007, under the coordination of the Narcotics Con-
trol Bureau of MPS, the narcotics control agencies of Fujian, Beijing and Guangdong took joint actions with the Philippine police
and successfully cracked the "Cai Aishan Mega Transnational Drug Manufacture and Trafficking case", 8 suspects were captured in
Beijing, Fujian and Shenzhen. According the intelligence provided by the Chinese side, the Philippine Drug Enforcement Agency
(PDEA) captured 2 suspects in Manila, destroyed a large-scale drug clan lab in Laisa Province, seized more than 180 kilograms of
methamphetamine and its semi-product, a great deal of precursor chemicals and 2 sets of drug producing equipments including
reaction oven and heat machine, etc.; destroyed 2 drug warehouses in Manila and Malisona, seized almost 10 tons of acetone and
ethyl.

5. Public security agencies of Guangdong Province uncovered "6.16" transnational drug manufacture and trafficking case. Since
June 2006, under the command of the Ministry of Public Security, and with the strong support of the Chinese Embassies in South
America and Thailand, and cooperated closely by Hong Kong and Macau police, the public security agencies of Guangdong Province
successfully uncovered "6.16" transnational drug manufacture and trafficking case after more than one year's hard investigation. 5
transnational and trans-regional drug criminal groups were destroyed, 16 suspects such as Xie Weiming, Liang Youqinag and Liang
Jinyuan were captured, more than 100 million yuan of drug proceeds were discovered. After careful investigation, the police identified
another 41 mega drug criminal cases committed by these 5 groups, which showed that these 5 groups had manufactured and trafficked
drugs in a very rampant way. In recent years, public security agencies of Guangdong Province had destroyed 6 clan labs opened by
these 5 groups, captured 89 suspects, seized 5.6 tons of methamphetamine, 18 various guns and 275 bullets.

6. Public security agencies of Yunnan Province cracked "8.29" transnational drug manufacture and trafficking case. In August
2007, Drug Enforcement Division of Shanghai received an important clue on a new-type drug manufacture and trafficking case.
Narcotics Control Bureau of MPS immediately sent officers to Kunming of Yunnan Province and held the coordination meeting
with Shanghai and Yunnan narcotics control police for the "8.29" transnational drug manufacture and trafficking case. A special
investigation task force was established and it captured 16 suspects (including 4 Myanmar nationals) in Kunming City and Yongde
County of Yunnan Province and Laukai of Northern Myanmar. 430.2 kilograms of drugs were seized, including 259 kilograms of
methamphetamine pills, 165 kilograms of caffeine and 6.2 kilograms of crystallized methamphetamine. The task force also seized
3141.6 kilograms of precursor chemicals, 2 submachine guns, more than 100 bullets, 2 single-punch tableting machines and a great
number of drug producing equipments and raw materials.

7. Public security agencies of Yunnan and Sichuan provinces jointly cracked a mega drug criminal case in which special
groups were utilized to traffick drugs. On August 11th, the policemen of Kunming Railway Station Police Station discovered 3
women in lactation from Butuo County, Liangshan Prefecture of Sichuan Province who were suspicious of trafficking drugs and
The police seized more than 3 kilograms of heroin after check. The women confessed that they were employed by Jimechewai of
Butuo County. Public security agencies of Yunnan and Sichuan provinces, together with Kunming Railway Public Security Bureau,
captured successively 17 suspects including Jimechewai, Lezicisa and Yi Celin, seized 7.8 kilograms of heroin, 2.8 kilograms of
methamphetamine and 180 thousand yuan of drug proceeds, and destroyed a mega drug trafficking group that organized and utilized
pregnant or lactational women for a long time to smuggle drugs from Myanmar to Liangshan Prefecture of Sichuan Province and
Wuhan City of Hubei Province.

8. Public security agencies of Zhejiang Province cracked "whale hunting" transnational drug manufacture and trafficking
case. After five years' investigation in Fujian Province, the Philippines and other places, public security agencies of Zhejiang
Province successfully uncovered the special case "whale hunting" on September 15th, 2007. 10 suspects including lu Zhengdai and
Guo Lianhua were captured, a clan lab was destroyed in Cangnan County of Zhejiang Province. The police seized 16.8 kilograms of
methamphetamine, 45.9 kilograms of semi-product, 21 kilograms of ephedrine, a set of drug producing equipment and a case-
related car, eradicated a large transnational drug manufacture and trafficking group that had hidden themselves very secretly and
had established a lot of networks.

9. Public security agencies of Xinjiang Autonomous Region cracked "10.30" "Golden Crescent" drug smuggling case. On
October 30th, public security agencies of Xinjiang Autonomous Region cracked a "Golden Crescent" drug smuggling case, in
which the criminals used containes to conceal drugs. The police discovered 4848 kilograms of hashish and 67.5 kilograms of heroin
concealed in the fiberboards carried in container. 4 suspects were captured. This case was the largest ever drug smuggling case
cracked by China and related to "Golden Crescent".

10. Public security agencies of Guangdong and Yunnan provinces jointly cracked "11.10" transnational drug trafficking case.
On December 1st, 2007, under the coordination of the Narcotics Control Bureau of MPS, public security agencies of Guangdong
and Yunnan provinces jointly cracked a transnational drug trafficking case. The police captured 5 suspects including Liu Jiangliang,
seized 39.91 kilograms of heroin, 50 kilograms of ketamine, 3 cars and 3 controlled knives. On November 9th, a piece of intelli-
gence received by narcotics control police of Yunnan Province showed that a foreigner planned to employ persons to carry a large
amount of heroin to Guangdong Province of China. On November 22nd, narcotics control police of Yunnan Province successfully
controlled 39.91 kilograms of heroin in Dehong Prefecture that had crossed the border. Under the coordination of the Narcotics
Control Bureau of MPS, public security agencies of Guangdong and Yunnan provinces captured 3 suspects in Foshan City of
Guangdong Province, then captured 1 suspect in Guangzhou City. On December 2nd, the police captured Liu Jingliang, the master-
mind of the case, in Jiangmen City of Guangdong Province and seized 50 kilograms of ketamine.
