China Narcotics Control Foundation
China Narcotics Control Foundation (CNCF) is a national public contribution foundation with status of independent artificial person, which is registered by the Ministry of Civil Affairs and supervised by the Ministry of Public Security. The primitive fund is 50 million yuan appropriated by the state finance. The mission of CNCF is to take human as the fundamental factors, implement the national drug control policy, mobilize all circles of the society and the general people to take part in drug control, raise fund and receive contributions from China as well as abroad, support the development of China drug control cause, and make contributions for the implementation of scientific development outlook and the establishment of a socialist harmonious society.
--On November 24th, 2007, CNCF held its first session meeting of the first council. Mr. Bai Jingfu, Permanent Vice Minister of the Ministry of Public Security, Mr. Zhang Xinfeng, Vice Commissioner of NNCC and Vice Minister of MPS, and Mr. Ouyang Jian met with the meeting participants. The meeting elected Mr. Tao Sijun as the council chairman, Mr. Zhang Shiai, Mr, Liu Zhimin and Mr. Gu Runjin as the vice chairmen, Chen Xingyou as the secretary general, Wang Xiaoqi, Bian Zhenjia, Li Wenzhang, Yang Fengrui, Zhang Liqun, Zhang Xiangning, Zhang Zongjiu, Chen Weiming, Ou Hong, Shan Huimin, Jia Xinyi, Zeng Yinpei and Liao Zeyun as the council members. The Ministry of Public Security assigned Liu Mingwang, Deputy Director General of the Equipments and Finance Bureau, and Chen Xufu, Deputy Director General of Narcotics Control Bureau, as the supervisors. The meeting adopted the "Constitution of China Narcotics Control Foundation" and "the Funds Mobilization Management Methods of China Narcotics Control Foundation", and conducted a donation ceremony.
--According to the unified deployment of the Ministry of Public Security, CNCF launched carefully liquidation and reorganization, paid special attention to implementation of every steps such as mobilization and deployment, self check and self rectification, improvement and the establishment of working mechanism as well as summarization and enhancement, which made obvious achievements and settled a good basis for the healthy and smooth development of CNCF.
--CNCF raised and collected funds actively. In practice, CNCF explored four fund raising models: point-to-point raising, fixed direction raising, material raising and investment profiting. In 2007, the total fund collected by CNCF was about 9.91 million yuan, in which about 2 million yuan was cash while 4.71 million yuan was in-kind.
--CNCF organized and launched drug control commonweal activities actively. In 2007, the commonweal expenditure of CNCF was about 10.81 million yuan. CNCF organized and implemented the following projects successively: donating medical equipments for drug rehabilitation centers, raising materials for frontline narcotics control agencies, raising funds for the construction of Drug Rehabilitation Center of Jiujiang City of Jiangxi Province, donating drug test reagent and drug treatment medicine for frontline narcotics control agencies and inmates in drug treatment centers, donating drug treatment medicine for the narcotics control agency of Lao PDR, and supporting civil drug control publicity and education in Hunan Province and other places. CNCF, the Office of NNCC and the Publicity Department of the CPC Central Committee jointly launched the selection and praise of the second session of Top Ten Civilian Drug Control Personages, CNCF provided the bounty fund.
--CNCF organized condolence and compensation activities. CNCF went to Guizhou, Henan, Hunan, Inner Mongolia, Ningxia and Yunnan respectively to condole with 18 officers (and their families) who were wounded or sacrificed themselves for the narcotics control cause.
260 thousand yuan was delivered as pension.--The leaders of CNCF paid commonweal study visits in person in Beijing and Zhejiang. CNCF invited the State Audit Administration and the Audit Bureau of MPS to conduct annual audit and fulfilled the annual audit of the Ministry of Civil Affairs; organized the study and implementation of the national principles and policies on drug control and NGO administration as well as the basic rules of CNCF. The internal and external supervision was strengthened; the self construction was enhanced effectively. CNCF was determined to implement the principles of hardworking and thrifty as well as diligence and honesty. In 2007, although the commonweal activities increased dramatically and the staff increased, the administration expenditure was about 170 thousand yuan, only 1.5% of the total expenditure of the year. The rate was not only far lower than the indicator set by the Ministry of Civil Affairs (at most 10%), but much lower than the previous years, which ensured the maximum funds used in drug control commonweal activities.
