1. President Hu Jintao made important instructions on drug control. On January 1st, Hu Jintao made an important instruction
on the drug rehabilitation centers: "it should be push forward thoroughly for the benefit of practical effects, the successful experi-
ences of prominent centers should be summarized to enhance the development of the whole cause". In April and December, Hu
Jintao made additional instructions on drug control: "the drug control efforts has made obvious progresses, but also faces new
situation and new problems; the mastermind behind the scene of drug trafficking crimes should be stroke severely, the drug traffick-
ing groups should never get opportunities to come to life again like dying embers that flare up", "relevant agencies and places
should be coordinated to strengthen their law enforcement and enhance the administration mechanism, so• as to contain firmly the
rampancy of drug trafficking".

2. Mr. Zhou Yongkang presided over the Audio-Video Meeting on the Promotion of National People's War on Drugs. On 22
June, 2007, NNCC convened the audio-video meeting on the promotion of the National People's War on Drugs, for the purpose of
implementing the guiding principles of the plenary meeting of members of NNCC held on 14 June, summarizing the successful
experience of the drug war since more than two years' ago, analyzing the current drug control situation, and deploying the tasks of
promoting further the drug war. Mr. Zhou Yongkang, former Member of Political Bureau of the Central Committee of CPC, State
Councilor and Commissioner of NNCC, emphasized that, all places and all agencies should implement thoroughly the drug control
guidelines and policies of the Central Committee of CPC and the State Council, promote the People's War on Drugs to develop
more thoroughly deeply, consolidate and expand the achievements of curbing heroin problems, resolve to control the deterioration
of the situation of new-type drugs, prevent effectively the diversion of precursor chemicals, narcotics drugs and psychotropic
substances, strive to realize the persistent enhancement of the drug control situation in China.

3. The National People's Congress adopted and promulgated the Narcotics Control Law of the People's Republic of China.
On December 29, 2007, the Narcotics Control Law of the People's Republic of China (hereinafter referred to as "the Law") was
examined and adopted by the 31st session of the Standing Committee of the 10th National People's Congress, which will enter into
force on June 1st, 2008. The law consisted of seven chapters with seventy-one articles, identified drug control working principles,
leadership mechanism, working mechanism and logistics safeguard mechanism, standardized the concrete measures of drug con-
trol publicity and education, drug administration, drug treatment and drug control international cooperation. The law will play an
important role in preventing and combating drug offences and crimes, safeguarding the public order and protecting the physical and
psychological health.

4. On January 25, the Ministry of Public Security held the first national drug law enforcement working meeting, summarized
the experiences of drug law enforcement in recent years, analyzed the current situation of drug crimes, studied and deployed the
measures on how to strengthen and enhance drug law enforcement. Mr. Zhang Xinfeng, Vice Commissioner of NNCC and Vice
Minister of Public Security, required the public security agencies of all places to give prominence to the focus of law enforcement,
aiming the sword of law enforcement at the domestic and overseas drug lords as well as drug manufacture and trafficking groups
and networks; to strengthen the special case investigation and enhance the capabilities of solving difficult cases; to strengthen the
foundation work of drug intelligence and enhance earnestly the capabilities of intelligence collection, analysis and determination,
exchange and share, as well as practical application; to improve increasingly the quality of drug criminal investigation and case
handling, foster firmly the consciousness of evidence, prosecution and the rule of law; to strengthen the drug enforcement working
mechanism and system, promote the professionalism and standardization of drug enforcement; to strengthen the establishment of
professional drug enforcement forces, strive to form a professional team with strong political awareness, high working level, tough
working style and rigid disciplines.

5. NNCC appraised and commended the Top Ten Civilian Drug Control Personages for the second time. From April to June
2007, The Office of NNCC, the Publicity Department of the CPC Central Committee, the Ministry of Public Security and the China
Narcotics Control Foundation jointly organized the second appraisal of the Top Ten Civilian Drug Control Personages. Totally
more than 5.5 million persons cast more than 9.43 million votes. Wang Qingquan, Sui Huiji, Ye Xinping, Yang Miaoling, Lin Wen,
Sun Chengyou, He Yuanying, Tan Yanhui, Ahemaiti Kuerban and Jin Bumu are chosen as the second session of the Top Ten Civilian
Drug Control Personages. Mr. Zhou Yongkang met with the ten personages and had a discussion with them on June 26th. The
activity thoroughly mobilized the enthusiasm of the general people to join drug control efforts.

6. The Seventh MOU Ministerial Meeting was held in Beijing. In May 2007, the Seventh Ministerial Meeting of Signatory
Parties to the 1993 Great Mekong Sub-region MOU on Drug Control Cooperation was held in Diaoyutai State Guesthouse of
Beijing. Cambodia, China, Lao PDR, Myanmar, Thailand, Viet Nam, UNODC as well as other relevant countries and international
organizations sent more than 80 participants to attend the meeting. Mr. Zhou Yongkang, State Councilor and Commissioner of
NNCC, attended the opening ceremony and delivered a welcome speech. The Ministerial Meeting adopted the "2007 MOU Beijing
Declaration" and the updated "Sub-regional Action Plan", laid a future plan for the international drug control cooperation in this
region. The meeting affirmed fully the achievements that the mechanism had made in solving regional drug problems since 12 years
ago, proposed counter-measures to address the new drug situation. The meeting played an active role in consolidating and develop-
ing the MOU drug control cooperation mechanism, strengthening alternative development and drug harms reduction, and establish-
ing a closer international cooperation mechanism to combat transnational drug crimes.

7. The first meeting of the first council of China Narcotics Control Foundation (CNCF) was held in Beijing. On November
22nd, the first meeting of the first council of China Narcotics Control Foundation (CNCF) was held in Beijing. The meeting exam-,
ined and adopted the nominations of the council, elected Mr. Tao Siju as the chairman, Mr. Thang Shiai, Mr, Liu Zhimin and Mr. Gu
Runjin as the vice chairmen, Mr. Chen Xingyou as the secretary general, 13 persons including Mr. Wang Xiaoqi as the council
members. The meeting adopted the "Constitution of China Narcotics Control Foundation" and "the Funds Mobilization Manage-
ment Methods of China Narcotics Control Foundation", and conducted a donation ceremony. Mr. Bai Jingfu, Permanent Vice
Minister of MPS, and Mr. Zhang Xinfeng, Vice Commissioner of NNCC and Vice Minister of MPS, met with the participants of the
meeting and took a group photo.

8. The Narcotics Control Bureau of the Ministry of Public Security deployed the prevention and suppression of the "Golden
Crescent"drug trafficking and smuggling. Considering the deteriorated situation of the "Golden Crescent" drugs smuggling to China,
in order to implement carefully the principles of the important instructions of Hu Jintao and Zhou Yongkang and other state leaders,
the Narcotics Control Bureau of MPS held a meeting on December 6th. Attended by relevant leaders of Beijing, Shanghai, Zhejiang,
Guangdong and Xinjiang, the meeting studied and analyzed the situation on the "Golden Crescent"drugs smuggled to China, de-
ployed the relevant places to strengthen interdiction, suppression and monitor, so as to contain the harms induced by "Golden
Crescent"drugs.

9. The impressive deeds of drug enforcement hero Luo Jinyong and his wife Luo Yingzhen aroused strong social influence.
On October 1st, 2005, on the way to his hometown to visit his families, Luo Jinyong fought drug traffickers single-handedly and was
wounded seriously. After that, Luo Yingzhen accompanied Luo Jinyong from day to night for more than 600 days, took good care of
her husband without any hesitation. She, with tears, wrote down more than 600 love letters and read to her husband day by day. Their
faithful love impressed the policemen, the doctors and the whole society. On June 8th 2007, as the result of the endeavor of the
Ministry of Public Security and the Public Security Department of Yunnan Province, Luo Jinyong arrived at Beijing to receive
treatment and rehabilitation in Beijing Xuanwu Hospital of the Capital Medical University. The leaders of the Ministry of Public
Security and the Office of NNCC, as well as the representatives from Beijing Municipal Public Security Bureau, Hong Kong Police
and all circles of society came to visit Luo Jinyong successively. The Political Department of MPS and the Office of NNCC sent
special staff to take care of Luo Jinyong, bought necessary living articles, and arranged all public security agencies and narcotics
control departments to learn and publicize the advanced deeds of Luo Jinyong and his wife. The central main media such as Xinhua
News Agency, People's Daily, Central People's Broadcasting Station, China Central Television (CCTV), Guangming Daily, China
Youth Daily and Economy Daily as well as main media of Beijing held a unified publicity and report on the deeds of Luo Jinyong
and his wife, which aroused a favorable atmosphere for the whole society to learn from Luo Jinyong and his wife. Beijing Xuanwu
Hospital established an expert group and a special care group for Luo Jinyong and provided first-level medical service. Currently,
Luo Jinyong's sport function, trunk function and swallow function were being improved increasingly; he could tentatively "speak"
and write, and even raised his right hand to salute to the people. Luo Yingzhen was chosen to be one of the most impressive figures
in China in 2007. the officers of the Ministry of Public Security and the policemen of a number of places provided donation actively
to express their love for their respected colleague.

10. The construction of the Narcotics Control Intelligence and Technology Center (NCITC) of the Ministry of Public Security
was initiated comprehensively. In May 2004, the Central Committee of CPC and the State Council issued the "Notice on Transfer-
ring the 2004-2008 Drug Control Work Plan of NNCC", required the relevant agencies to strengthen the construction of National
Narcotics Control Intelligence Center and National Narcotics Profiling Center. In July 2004, the State Development and Reform
Commission decided to invest 500 million to construct the infrastructure of the Narcotics Control Intelligence and Technology
Center (NCITC) of the Ministry of Public Security. In December 2006, the State Commission for Public Sector Reform agreed to
establish NCITC and identified its mission. In 2007, Narcotics Control Bureau of MPS completed the site selection, feasibility
report, internal structure setup report and relevant examination and review work of NCITC, laid a sound foundation for the infra-
structure construction, institution organization and personnel recruit, which marked that the construction of NCITC had made
significant progress.
