On 22 June, 2007, NNCC convened the audio-video meeting on the promotion of the National People's War on Drugs, for the purpose of implementing the guiding principles of the plenary meeting of NNCC members held on 14 June, The meeting summarized the successful experience of the drug war since more than two years ago, analyzed the current drug control situation, and deployed the tasks of promoting the drug war. Mr. Zhou Yongkang, Member of Political Bureau of the Central Committee of CPC, State Councilor and Commissioner of NNCC, emphasized that, all places and all agencies should implement thoroughly the drug control guidelines and policies of the CPC Central Committee and the State Council, promote the People's War on Drugs to develop more thoroughly , consolidate and expand the achievements of curbing heroin problems, resolve to control the deterioration of the situation of new-type drugs, prevent effectively the diversion of precursor chemicals, narcotics drugs and psychotropic substances, strive to realize the persistent enhancement of the drug control situation in China. He required The following seven tasks be the working priority: first, to continue to design, construct and utilize drug rehabilitation centers in an increasingly better way, make every effort to make a breakthrough in owering the high relapse rate of heroin abuse; second, to conduct thoroughly the special rectification operation on recreation places with drug problems, firmly contain the rampant tendency of the crimes on the manufacture, trafficking and abuse of new-type drugs; thirdly, to keep the constancy to fight drug syndicates, destroy drug networks, eradicate clandestine laboratories and cut off trafficking routes, crack down upon drug crimes with no tolerance according to the relevant laws; fourth, to tighten the administra tion of precursor chemicals, narcotics drugs and psychotropic substances, prevent the precursor chemicals from diver sion to foreign countries as well as domestic drug manufacture channels; fifth, to strengthen the drug control cooperation with Myanmar, Lao PDR and other countries, promote an increasingly practical international drug control cooperation; sixth, to implement carefully the police foundation consolidation project, further consolidate the foundation of drug control; seventh, all Levels of sparties committees and governments should further strengthen their organization and leadership of the People's War on Drugs, implement rigorously the drug control leadership responsibility mechanism as well as the responsibility investigation mechanism, try their best to ensure the complete success of the People's War on Drugs.
