Preface   

In 2007, drug control agencies of China implemented carefully the important instruction of President Hu Jintao and other state leaders, followed the unified deployment of China National Narcotics Control Commission (NNCC), relied tightly on the support of the vast people, continued to conduct an in-depth people's war on drugs comprehensively, which effectively controlled the drug sources, drug harms and the proliferation of new drug abusers. The heroin problems, which harmed China most seriously, were curbed efficaciously, and the drug control situation was enhanced obviously.

— Promoting drug prevention and education. "Opinions on Implementation of Drug Preventive Education for the Whole People's was carried out comprehensively; drug preventive education was conducted actively in schools, families, communities, countryside, working units, and entertainment places. The civic awareness on drugs was strengthened, and the enthusiasm of the people upon drug control was enhanced continuously.

— Drug treatment and rehabilitation. The construction of the dynamic monitor and control system on drug abusers was furthered; the capacity was strengthened on monitoring drug abusers in dynamic situations. More drug rehabilitation centers were established, a new model of drug treatment was explored in which the physical detoxification, psychological rehabilitation and social reunification was integrated together. The coverage of the community-based drug maintenance and treatment was expanded, the "drug free communities" increased, the drug consumption market shrank, and the social harms of illicit drugs lessened.

— Drug blocking and interdiction. The multi-pronged drug prevention and control system was formed covering main land roads, marine routes, airlines and postal channels; The network of drug source blocking and interdiction focusing on Yunnan Province was perfected, the holistic drug prevention and control network linking most provinces came into being basically, the source of heroin was curbed evidently.

— Drug Law Enforcement. In pursuant to the deployment of the National Drug Law Enforcement Meeting,the crackdown upon drug crimes was strengthened comprehensively. Operations were organized to strike drug trafficking activities involving migrants and those criminals who lured special groups (disabled and pregnant persons) to traffick drugs. The rampancy of drug manufacture and trafficking was curbed forcefully and the social harms of heroin was alleviated obviously.

— Drug Control Administration. The administration on precursor chemicals, narcotics drugs and psychotropic substances was further standardized. The establi shment speed of precursor chemicals online information system was quickened. The control on Ephedrine Hydrochloride and Diphenhydramine Hydrochloride Tablets as well as Hydroxylimine Hydrochloride was strengthened. Substantial achievements have been made to prevent the diversion from sources to illicit channels.

Besides, international cooperation was carried out actively, the practical-oriented international drug control cooperation continued to develop: the eradication of drug sources abroad was launched forcefully with a focus on alternative development. In "Golden Triangle", the most harmful drug source abroad for China, opium poppy cultivation witnessed a continual dramatic decrease during the recent three years. The Seventh Ministerial Meeting of Signatory Countries to the 1993 MOU on Drug Control Cooperation in Great Mekong Sub-region was held successfully. The drug control cooperation with Pakistan, Afghanistan and Central Asian Countries was strengthened. The drug control legislation has make significant progress: The Narcotics Control Law of the People's Republic of China was adopted on December 29th, 2007, and will enter into force on June 1st, 2008. The drug control foundation was fortified continually, which laid a sound basis for the long-term development of drug control cause.

In 2008, all levels of drug control agencies across the country will, following the guiding principles of the 17th National Congress of the Party, and taking the 29th Beijing Olympic Games as a precious chance, continue to keep energetic spiritual and working situation, respond actively to the new expectation of the people, satisfy at full steam the new requirements of the people, further consolidate the achievements of heroin control, curb stoutly the spreading of new-type drugs, prevent effectively the diversion of precursor chemicals, narcotics drugs and psychotropic substances, promote the in-depth development of the People's War on Drugs, make new and greater contributions for the fundamental improvement of drug control situation and the establishment of a harmonious and stable social environment.
