Drug Prevention and Education

All places and all agencies organized and launched a series of preventive education activities with unequivocal themes, rich content, colorful forms and strong influence, so as to exert themselves to enhance the people's awareness on drugs, strengthen the people's capacity to know, prevent and refuse drugs and raise successive climax of drug preventive education, which forcefully promoted the thorough development of the People's War on Drugs.

Completely Strengthening the Drug Control News Publicity , Actively Establishing Favorable Atmosphere for the People's War on Drugs

All levels of drug control agencies coordinated actively the news media, took best advantages of the opportunities such as "Humen Opium Destroy Anniversary Day"on June 3rd, "International Day Against Drug Abuse and Trafficking" on June 26th, the Plenary Meeting of Members of NNCC and the Audio-Video Meeting on promoting the People's War on Drugs, to strengthen the guidance of public opinions and publicize forcefully the conspicuous effects of the People's War on Drugs.

The Publicity Department and the Office of publicity to Foreign Cowntries deployed key publicity Points for the main central media , The State General Administration of Broadcast, Films and TV coordinated the broadcast and TV media to conduct drug control publicity. Office of NNCC, together with the Publicity Bureau and the Spokesman's Office of the Ministry of Public Security, organized the main central media to gather drug control news , and held the news conferences on "Cai Aishan" Mega Transnational Drug Manufacture and Trafficking Case, "2.28" Mega Drug Trafficking Case and the "Whale Hunting Operation"; Office of NNCC and the Internet Bureau of the State Council Office of Information jointly launched a centralized on-line publicity operation on the drug war,; Office of NNCC launched the activity of "drug control publicity week" together with the News Channel of CCTV, and made a live drug control broadcast named "Drug Control Frontline" on June 26th. The famous columns of CCTV such as "Focus Talking" and "Legal On-line" produced a sèries of fine-quality drug control special programmes. The People's Daily opened a special column "Drug Control, We are Taking Actions", and published 3 pages of articles on drug control successively. The media were organized to make a centralized publicity on the advanced deeds of the drug enforcement hero Luo Jinyong and his virtuous wife. The Great Mekong Subregion Ministerial Meeting on Drug Control Cooperation and the First Council Meeting of the China Narcotics Control Foundation, etc. were also publicized vigorously. Incomplete statistics shows that, in 2007, CCTV totally broadcasted more than 500 minutes of drug control news. Merely during the period around June 26th, the main central media broadcasted or published more than 4000 pieces of drug control news, special topics and commentaries, produced more than 80 special programmes and published more than 10 drug control special pages of newspapers. All places also organized news media to launch news publicity with rich content. Gansu, Hainan, Hunan, Hubei, Anhui, etc. organized large-scale news-collection activities in their respective provinces, many places held news conferences or News Briefing Conferences, which resulted in a preferable drug publicity effect.

Striving to Mobilize the Drug Control Enthusiasm of the Civil Society, and Actively Organizing the General People to Participate in People's War on Drugs

The Office of NNCC took the mobilization of the general people as the standing point, energetically advocated and encouraged the social forces to participate in the People's War on Drugs.
—The Office of NNCC, the Publicity Department of the CPC Central Committee, the Ministry of Public Security and the China Narcotics Control Foundation organized the second session of the appraisal of the Top Ten Civilian Drug Control Personages. Totally more than 5.5 million persons cast more than 9 43 million votes. Wang Qingquan, Sui Huiji, Ye Xinping, Yang Miaoling, Lin Wen, Sun Chengyou, He Yuanying, Tan Yanhui, Ahemaiti Kuerban and Jin Bumu are chosen as the second session of the Top Ten Civilian Drug Control Personages. On the morning of June 26th, Mr. Zhou Yongkang met with the ten personages. During the appraisal, provinces such as Gansu organized special publicity activities, provinces such as Heilongjiang organized people of government agencies, schools and enterprises to learn the deeds of the candidates, Liaoning Province organized activities to appraise the top ten civilian drug control personages in the province, which thoroughly mobilized the enthusiasm of the people to join drug control efforts.
—Drug control agencies of all levels promoted actively the construction of drug control volunteers' organization. Currently there have been more than one million drug control volunteers, and most provinces, autonomous regions and municipalities established organizations of drug control volunteers, and relevant activities were conducted actively. There were more than 14 thousand drug control volunteers in Beijing, they were organized to check recreation places, publicize drug control knowledge in communities and implement the operation "Protecting Olympic Games, Controlling Illicit Drugs, the Drug Control Volunteers are Taking Actions". Zhejiang Province issued the "Notice on the Promotion of Activities of Drug Control Volunteers", which requested all counties, cities and districts of the province should establish their own teams of drug control volunteers. Shaanxi Provincial Narcotics Control Commission and the Provincial Women's Federation jointly established the Shaanxi Provincial General Team of Women Drug Control Volunteers, nearly 5000 women attended the opening ceremony. Leshan City of Sichuan Province organized drug control volunteers to conduct drug control publicity in schools, communities and bus stations.
— All places established the drug control report and reward system, more and more drug cases were dismantled via people's report. In 2007, merely in Yunnan Province, 977 drug cases were uncovered via people's report, 1385 kilograms of illicit drugs were seized and 4.51 million yuan were rewarded to the people. Guangdong Province delivered 6.7 million yuan as the reward for the people's report. These measures inspired the people's enthusiasm to take active parts in the People's War on Drugs.

Large-scale drug preventive education activities were launched which pushed the drug control publicity activities around June 26th to the climax.

On June 26, Mr. Zhou Yongkang, the former Member of the Political Bureau of the Central Committee of the Communist Party of China (CPC), State Councilor and Commissioner of NNCC, and Mr. Liu Qi, Member of the Political Bureau of the Central Committee of CPC and Party Secretary of Beijing Municipality attended the Completion Ceremony of the National Drug Control Preventive Education Model Base cum the Beijing Municipal Drug Control Preventive Education Base. In the exhibition hall of the base, Mr. Zhou Yongkang and Mr. Liu Qi watched carefully the drug control education exhibition, talked with the young peoples who were visiting the exhibition, exchanged ideas with the drug control volunteers, and called on the staff of Sunflower Drug Rehabilitation Community. Mr. Zhou Yongkang and Mr. Liu Qi expected the base to play an active role in publicizing drug control to the people, organizing and mobilizing people, and thoroughly promoting the People's War on Drugs.

The Top Ten Civilian Drug Control Personages attend the opening ceremony of Beijing Drug Control Education Base

All places and all relevant agencies organized and implemented various forms of large-scale drug control publicity and education activities. On June 20th, Madame Mo Wenxiu, the Vice Chairman of All China Women's Federation, attended the opening ceremony of "Face-to-face Drug Control Publicity Operation Cum Piloting Sites of Drug-free Communities", jointly organized by All China Women's Federation and the Office of NNCC in Urumqi of Xinjiang Autonomous Region. On June 21st, the premiere of the film "Drug Enforcement Policeman" was held by the Publicity Bureau of the Publicity Department of CPC Central Committee, the Office of NNCC and the Beijing Forbidden City Film Company, which was attended by Mr. Cai Anji, Director of Political Department of the Ministry of Public Security. On June 22nd, the Supreme People's Court held a drug control publicity activity and the news conference of the drug control commonweal film named "Mother and Love". Beijing held the exhibition of "Drug Enforcement Achievements on Land, by Air and along Postal Channel". Hebei, Zhejiang, Chongqing and Shanghai held drug free community commendation activities and "June 26th" International Drug Control Day Party. Guangxi held the first China-Vietnam Joint drug destroying activity along the China-Vietnam border. Wuhan city of Hubei Provincce held a large-scale exhibition for the effects of the People's War on Drugs. Heilongjiang Provincial Narcotics Control Committee and China Narcotics Control Foundation held a drug control painting donation and charity sale activity. Shanxi and Hainan held drug control publicity activities of "Drug Control Publicity in Ten Thousand Villages" and "Ten Thousand Persons Driving Ten Thousand Cars" respectively. Guizhou and Shandong organized body building activities of "Ten Thousand Persons Traveling for Drug Control"and "Ten Thousand Persons Climbing Mountain for Drug Control and Health". Xinjiang invited four of the top ten civilian drug control personages, namely Lin Honghan, Meng Fanying, Wang Junhao and Ahemaiti Kuerban, to held "Drug Control Publicity Tour". All places held drug burning activites, which pushed the drug control publicity into climax.

Drug control publicity and education were conducted widely to enhance the civic awareness on drug control and the working Level.

"The Implementation Opinions of Civil Drug Control Education" was implemented thoroughly and the civil drug control education was promoted to be standardized. The Office of NNCC assisted actively the Ministry of Education to list the drug prevention special education into the scope of national education inspection, organized relevant enterprises to produce the film "Drug Enforcement Policeman" and the TV play series "Drug Enforcement Hero", held the "National Training course of Drug Control Publicity and Education". The Office of NNCC continued to strengthen its guidance on the Drug Control Weekly of China Social Daily, issued "The Notice on the Expansion of the Drug Control Education Coverage of Drug Control Weekly", held the Publicity and Design Meeting for Drug Control Weekly for some provinces, compiled the Annual Drug Control Report of China in 2007, attended relevant international meetings on drug control publicity and education, sent a delegation to Thailand and received a Thai Delegation to exchange experiences on drug control prevention. Beijing established and opened a national drug control education model base with relatively modern level. Tianjin opened its own drug control education center on June 26th. Shanxi conducted a reward article solicitation activity with the theme of "all people controlling drugs hand-in-hand, jointly constructing harmonious hometown" and received more than ten thousand articles. Qinghai organized publicity group consisting of drug control advanced figures, Guangxi engaged 7 drug control goodwill ambassadors, Hubei and other provinces arranged the film "Black and White Memory" to be shown all through the respective proivinces. Fuyang City of Anhui Province compiled a large-scale modern folk opera "Nightmare and Frightened Looks".
