In 2007, public security agencies of China totally cracked 56 thousand drug criminal cases, captured 67 thousand drug suspects, increasing by 36.8% and 36.3% respectively compared with that in 2006; seized 4.6 tons of heroin (35.4% lower), 1.2 tons of opium (48.9% lower), 5.8 tons of methamphetamine (3.9% lower), 7.62 million methamphetamine pills (86.4% higher), 2.21 million ecstasy pills (3.9 times higer), 6 tons of ketamine (2.4 times higher). The situation was characterized by cases and arrestees increasing significantly, heroin seizure dropping continually, seizure of new-type drugs rising obviously, which made the domestic heroin supply continue to be reduced, the drug prices rise dramatically, and the drug purity declined markedly.

Dismantling a large number of mega drug criminal cases and containing forcefully the deterioration of drug crimes

On January 25, the Ministry of Public Security held the first national drug law enforcement working meeting, summarized the experiences of drug law enforcement in recent years, analyzed the current situation of drug crimes, studied and deployed the measures on how to strengthen and enhance drug law enforcement, proposed the guiding thoughts and working priorities of drug enforcement in the future. The public security agencies of all places, taking target cases as the focus, promoted the investigation of mega drug criminal cases. The Ministry of Public Security had listed 216 target cases, 114 (52.8%) of them were cracked. In 2007, China totally dismantled 742 drug trafficking groups and destroyed 104 clan labs and drug producing sites, increasing by 193 and 40 respectively compared with that in 2006. Under the direct guidance and coordination of the Narcotics Control Bureau of MPS, a large number of mega drug cases were cracked, and a large number of drug manufacture and trafficking groups and networks were dismantled. Yunnan and Guangdong jointly solved "2.28"mega drug trafficking case and destroyed a methamphetamine trafficking and sale network involving 16 provinces, autonomous regions and municipalities, 53 drug traffickers were captured; Hubei Province cracked "7.19" mega drug trafficking case, destroyed 2 trafficking groups and seized 346 thousand methamphetamine pills.

Guangdong and Zhejiang smashed a trans-provincial drug manufacture and trafficking group, captured 33 suspects, destroyed 5 drug clan labs, seized 80.3 kilograms of crystallized methamphetamine and 349 kilograms of liquid methamphetamine. Beijing launched special operations such as "thunder", "ice-breaking", "north wind", etc., and cracked 1178 drug cases. Fujian, Guangxi, Chongqing, Shanghai also deployed and launched special operations on fighting drug retail-trafficking and explored the long-term sustainable mechanism.

In the first half of 2007, 21 provinces, autonomous regions and municipalities such as Yunnan, Guangdong, Hubei, Chongqing, Sichuan were organized to launch the unified operation "Sky Net" to curb migrant drug trafficking activities. The relevant public security narcotics control agencies took joint actions as well as cooperated closely with other agencies, did their best to conduct investigations and invested a great deal of personnel, materials and finance, Launched a technology war, information war and joint war, which maximized the effects of drug investigation. In the operation, 73 drug trafficking groups were dismantled, 959 suspects were captured, 246 kilograms of illicit drugs, 4.14 million yuan of drug proceeds, 34 vehicles and 4 guns were seized, 19 drug clan labs were destroyed. The operation stroke fiercely the rampancy of migrant drug trafficking activities.

Utilizing children to traffick drugs

In order to suppress the drug trafficking activities utilizing special groups such as women in pregnancy or lactation, children and disabled persons, in September 2007, the Ministry of Public Security held a meeting in Kunming of Yunnan Privince on fighting the drug trafficking activities utilizing special groups, deployed 13 provinces, autonomous regions and municipalities such as Yunnan, Sichuan, Guizhou and Xinjiang to launch a half-year special operation. All places persisted in the working principle of "solving problems from the source, combining suppression with prevention, and comprehensive rectification", suppress fiercely those organizers behind the scene while taking care, save and help the majority of those special populatin who were utilized and employed. By the end of December 2007, 13 provinces, autonomous regions and municipalities had cracked 595 such cases, captured 1039 drug suspects, among which there were 109 masterminds, 148 kilograms of drugs were seized. The operation contained tentatively the high prevalence of such crimes. Yunnan Province dismantled 908 drug trafficking cases involving special groups, captured 1110 drug suspects, and seized 322. 604 kilograms of illicit drugs. Kunming Railway Public Security Bureau cracked case "8. 11" involving special groups, 7 suspects were captured and 10.6 kilograms of heroin were seized. Simultaneously, all places strengthened the monitor, education and assistance measures for drug-related special groups and explored the establishment of a working mechanism that could solve the drug trafficking problems involving special groups.

Continuing the special operation "Nail Eradication" and capturing a number of drug lords hidden abroad

The Ministry of Public Security directed Yunnan Province to continue the operation "Nail Eradication" targeting drug lords hidden outside of China. Yunnan Province strengthened relevant deployment and built up responsibility system, promoted forcefully the smooth implementation of the operation. In 2007, 30 drug lords including Lu Zongbao, Liu Jiaxiang were Cao Wu were captured successfully due to joint efforts between China and foreign law enforcement agencies, among whom 2 were listed in 2005, and 2 were listed in 2006. By the end of 2007, among the 116 suspects listed by Yunnan Province in the recent three years as the targets of "Nail Eradication", 79 had been hunted, including Han Yongwan, Chen Qiang, Duan Huiming, Xiao Yunchun, Zeng Zhiyang, Duan Shenghua, Zhang Zhiren, etc.. A large number of drug traffickers who had been active along the border areas between China and Myanmar were knocked out, which awed fiercely foreign drug trafficking gangs and alleviated the drug pressure posed to China by drug sources abroad.



Taking solving drug abusing problems in recreation places as the focus, struggling to contain the consumption market of new-type drugs

Since drug abusing problems in recreation places of some big and middle-sized cities were prominent, NNCC took recreation places as a working focus, extended the experiences of Beijing and other cities regarding solving drug problems of recreation places, organized relevant agencies to launch special operations to rectify those palces and had achieved obvious effects. The public security agencies of China all together investigated 4168 recreation places, among which 616 were ordered to close down and conduct self-rectification, 26 were clamped down according to relevant laws, and 19476 legal responsibilities were investigated. The public security agencies of Guangdong, Guangxi, Zhejiang, Sichuan, Jiangsu, Chongqing, Fujian, Hunan, Hubei, Liaoning, Henan, Chongqing, Jiangxi, Shandong, Shanghai launched special rectification operation upon those drug-related recreation places. Hubei Province sent more than 14000 policemen/times to check more than 520 various recreation places with drug problems, closed and rectified more than 230 with serious problems. Chongqing Municipality punished 73 drug-related recreation places. Guangdong Province checked 43 recreation places, among which 14 were closed down and rectified, 6 were recommended to be withdrawn business licenses, and 440 drug abusers were discovered.

Since 2004, NNCC successively listed 15 counties, cities or districts as areas with prominent drug problems, so as to enhance the drug situation in those places. According to the unified deployment of NNCC and under the leadership of local party committes and governments, all the prominent places centralized their personnel, materials and finance, and struggled to solve their respective prominent drug problems. Through active efforts, the 11 places listed by NNCC in 2007 had enhanced their drug situation satisfyingly. The number of migrant drug traffickers declined by 34%, the public order cases solicited by drug problems decreased from 3.9% to 3. 4%, the criminal cases induced by drug problems dropped from 8.2% to 5.4%, the satisfaction rate of the people for local drug control efforts achieved 81%, which laid a sound foundation for the thorough settlement of local drug problems. In December 2007, NNCC held a national workshop on the rectification of prominent places, deployed the rectification work for the whole country.

Domestic opium poppy control achieving best record

Key areas within China with potential opium poppy cultivation problems were rectified continually. The Office of NNCC launched operation "Sky Eye 2007", conducted satellite remote sensing survey on areas of 156 thousand square kilometers. All places organized cultivation forbiddance publicity actively, and created a favorable atmosphere for the relevant work. The cultivation forbiddance result was clear. Heilongjiang Province, Daxingan Mountain area, Wuyiling mountainous area of Yichun, as well as Qitaihe area maintained zero cultivation, where there had been serious opium poppy cultivation problems in the history. The cultivation forbiddance achievements were further consolidated.
 
Strengthening the drug law enforcement cooperation with Hong Kong SAR, Macau SAR and Taiwan Province, striking vigorously drug crimes hand-in-hand           
In order to further strengthen the drug law enforcement cooperation with Hong Kong SAR and Macau SAR, the Narcotics Control Bureau of MPS held meeting with drug enforcement agencies of Hong Kong SAR and Macau SAR respectively in April 2007, studied together how to joint hands to fight drug crimes. In 2007, the drug control agencies of mainland had exchanged about 20 pieces of drug criminal clue with counterparts of Hong Kong SAR and Macau SAR and jointly cracked a numbers of significant cases such as "Cai Ainshan mega transnational drug manufacture and trafficking case". In 2007, the drug control agencies of mainland exchanged intelligence and information for jointly cracking drug crimes happened across-the-strait. On August 9th, supported by the intelligence provided by mainland, Taiwan police dismantled a drug manufacture clan lab. On December 15th, the drug control agencies of mainland sent relevant officers to visit Taiwan Province for evidence collection about the above-mentioned case, future cooperation in fighting drug crimes jointly was also discussed during the visit.
