Drug Control Administration

Regulations on the Administration of Precursor Chemicals' was implemented thoroughly, the relevant administration work was standardized continually. Law offending and criminal cases about precursor chemicals were curbed forcefully. The precursor chemicals administration models were strengthened and enhanced continually. The administration principles were renovated. The precursor chemicals were prevented from diversion in the source.

Enhancing precursor control system

For the sake enhancing precursor control system the Office of NNCC organized relevant agencies to conduct investigation on the implementation status of the "Regulations on the Administration of Precursor Chemicals", enhance precursor control legal system. In pursuant to the Provisional Methods on the Check and Ratification of Ephedrine-type Precursors Exporters°±, 13 enterprises were ratified as exporters ofphedrine-type precursor chemicals. Coop- erating closely with safety supervision, drag administration, commerce, customs and industrial administration agencies, all levels of narcotics control police conducted actively investigations on relevant enterprises, enhanced database of enterprises producing precursor chemicals, and the relevant baseline data was tentatively identifies. Bases on incomplete statistics, by the end of 2007, there were totally more than 110 thousand relevant enterprises; the database provided a sound foundation for the dynamic administration and precursor control by law.

The administration on ephedrine was strengthened continually. In November 2007, SFDA and MPS jointly issued the "Notice on Strengthening Administration of Ephedrine", further tightened the control of approval, purchase, shipment and use of ephedrine, deployed a special check on the manufacture, management and use of ephedrine in the whole country, the manufacture and management of ephedrine were standardized continually, and the administration level was enhanced comprehensively.

In order to prevent domestic and overseas law offenders from extracting ephedrine in EHDH tablets and producing methamphetamine, the Ministry of Public Security and the State Food and Drug Administration jointly launched a special check on the manufacture and management of EHDH tablets. A series of urgent measures were adopted in time to stop the approval of ephedrine raw materials, further standardized the manufacture and management of EHDH tablets, and the activities of illegal purchasing and trafficking EHDH tablets for drug manufacture were contained timely. The relevant criminal activities were curbed effectively.   



Continuing to strengthen the fight against crimes and offences on precursor chemicals

The public security narcotics control agencies regarded key precursor chemicals such as acetic anhydride, ephedrine, BMK and PMK, etc. as the focus, strengthened the suppression on the illegal trade and smuggle of precursor chemicals. The Narcotics Control Bureau of MPS screened and identified 23 target cases, supervised relevant local agencies to make investigation. Back-tracking was conducted actively on precursor cases, which provided favorable conditions for discovering new drug manufacture clues and new clan labs. In 2007, 229 cases on illegal trade and smuggle of precursor criminal were cracked, 384 suspects were captured and 592 tons of precursor chemicals were seized. 1553 law offending cases on precursor chemicals were investigated and dealt.

China continually participated in international precursor control operations such as "Operation Synergy" and "Operation Ice Blocking"organized by the United Nations, attended workshop held in the Netherlands and Australia respectively to strengthen precursor control law enforcement cooperation. In 2007, the Office of NNCC issued 768 pre-export notifications (PEN) through the on-line international check system developed by International Narcotics Control Board (INCB), increasing by 12 compared with that in 2006. The PEN involved 67 countries and territories and 16 kinds of precursor chemicals (62689.41 tons). Among the PEN, 726 shipments were approved, involving 61769.41 tons of precursor chemicals. China attached high importance to the examination of key types and key countries, the monitor of middle and small import and export enterprises, the analysis of constant legal customer groups of export enterprises, as well as the notice of INCB and import countries. As the result, 53 shipments (920 tons) were suspended, increasing by 59% compared with that in 2006. The export control of precursor chemicals was strengthened increasingly, and the monitor capability on international trade of precursor chemicals was enhanced.

Promoting the establishment of precursor control information systems

After Hebei, Zhejiang, Jiangsu, and Shanghai developed successfully precursor control information systems, Sichuan, Hubei, Hunan,and Shandong also accelerated the establishment of their information systems. Through the on-line linkage between public security agencies and enterprises, the system realized the following online functions: offering application, issuing certificates, searching for information, making statistics and analysis, check and comparison, monitoring product flowing trend, alarm on unlawful business, and dynamic administration, etc., which improved the efficiency of precursor administration and the level of computerization for relevant authorities. Currently, more than 12000 enterprises in Zhejiang used the precursor control information system, more than 120 thousand certificates were issued through internet, which greatly facilitated enterprises, and enhanced the service and examination efficiency. 2500 enterprises in Hebei Province utilized the system, accounting for 95% of the total registered enterprises.
