All places continued to enhance the drug source blocking network system, established actively multi-pronged drug prevention and control system involving land, sea, air and postal services, and realized the improvement from only open check in Yunnan Province to systematic interdiction in the vast majority of provinces in China, from only blocking mega drug smuggling into China to fighting decentralized drug infiltration mainly committed by migrant drug traffickers, from mere manual check along the border line to a multi-pronged drug prevention and control system involving land, sea, air and postal services. An overall drug prevention and control network covering the majority of provinces in China had been tentatively established.

Continuing to enhance the Yunnan-focused working mechanism to fight "Golden Triangle"drugs smuggled to China

Yunnan Province continued to enhance the drug enforcement working mechanism which consisted of all police genres and emphasized collective deployment and effects, strengthened the open check and interdiction at border ports, airports, railway stations as well as post offices, organized public security, border control, customs, railway, transport, civil aviation and post administration agencies to make collective efforts in the operation "Sky Net No. 4". In 2007, public security agencies of Yunnan Province cracked down upon 9838 drug criminal cases through drug source blocking and interdiction and seized 7.09 tons of various drugs; public security agencies of Sichuan, Guizhou and Guangxi also seized a large quantity of drugs smuggled from "Golden Triangle".

Strengthening earnestly the fight against drugs smuggled from "Golden Crescent"

According to the uniform deployment by the Office of NNCC and Narcotics Control Bureau of MPS, public security agencies of Xinjiang, Guangdong, Shanghai and Beijing strengthened the check and interdiction of drugs at key airports and border entry points, provided drug check equipments, The blocking and interdiction on drugs from "Golden Crescent"was strengthened earnestly. Public security agencies of Sichuan, Guizhou, Guangxi, Tibet, Beijing, Shanghai and Guangdong seized large quantities of drugs smuggled from "Golden Crescent". The intelligence exchange and law enforcement cooperation with Pakistan and Afghanistan were strengthened practically and a joint effort was made to stop the smuggling of "Golden Crescent" drugs to China. NNCC sent delegations to take part in two phases of operation "Channel-2007" which was advocated by Russia and focusing on the blocking of "Golden Crescent" drugs. In 2007, the Narcotics Control Bureau of MPS and customs, border control, railway and civil aviation agencies directed and coordinated the narcotics control police of Xinjiang and Guangdong conduct two controlled deliveries with Afghanistan, seized 5 kilograms of heroin and captured 4 suspects; conducted two controlled deliveries with Pakistan, seized 7 kilograms of heroin and captured 6 suspects; conducted one controlled delivery with Tajikistan, seized 590 grams of heron and captured 3 suspects. On October 30th, public security agencies of Xinjiang uncovered a "Golden Crescent" drug smuggling case, seized 4848 kilograms of hashish and 67.5 kilograms of heroin concealed in 313 pieces of fiberboard in a container. 4 suspects were captured. This was the largest "Golden Crescent" drug smuggling case uncovered by China up to now.

Enhancing the drug source blocking and interdiction capability in northeast regions

To address the increasingly rampant tendency of drug infiltration from outside the northeast border, Liaoning, Jilin and Heilongjiang established actively a multi-pronged overall drug prevention and education system in 2007, the drug enforcement capacities were improved step by step. In 2007, Liaoning Province uncovered 1776 drug criminal cases, captured 1954 drug suspects and seized 65.16 kilograms of methamphetamine, increasing by 142.6%, 76.9%, and 163.7% respectively compared with that in 2006. Jilin Province unearthed 728 drug cases, increasing by 109%, captured 762 suspects, increasing by 65%. The Province seized 63.35 kilograms of methamphetamine, 219602 methamphetamine pills, and 13.35 kilograms of opium, which were 4.1 times, 2.16 times and 8.2 times of the seizure in 2006 respectively. Heilingjiang dismantled 1127 drug criminal cases and captured 1123 suspects.

Taking best advantage of drug checking equipments to interdict drugs

The Central Government invested large quantities of funds and materials to provide drug checking equipments for frontline drug enforcement units. The scientific level of drug enforcement was enhanced and the drug checking models were strengthened. The drug checking network was established tentatively covering main land, marine, air and postal routes, and in some key areas there had established checking mechanisms with both profession staff, scientific equipments and drug canines, which greatly improved the previous situation merely relying on hands and experiences, and enhanced drug checking capability obviously. The Ministry of Public Security paid special attention to Xinjiang, Tibet, Sichuan, Guangxi, Guizhou and Jilin, and delivered drug checking equipments for them. All places had improved their capacity to discover drugs. In 2007, all levels of narcotics control, border control, civil aviation, railway and anti-smuggling agencies cracked 18 "Golden Crescent" drug smuggling cases, captured 38 criminal suspects and seized 67. 9 kilograms of heroin.

Establishing multi-agency linkage to bring full play the advantages of different agencies in drug source blocking and interdiction

All levels of narcotics control police and border control agencies conducted close coordination with railway, civil aviation, transport and forestry agencies on the basis of work division, actively organized drug checking and interdiction, further enhanced the drug check and interdiction network and improved drug check capabilities. Public security border control forces launched actively the drug source blocking and special case investigation, totally solved 3192 drug criminal cases, captured 3349 suspects, seized 2663.92 kilograms of various drugs and 37.32 kilograms of precursor chemicals in 2007. From January to october 2007, Yunnan Public Security Border Control Squadron cracked 2403 drug criminal cases, seized 1608.3 kilograms of illicit drugs, accounting for 28.8% and 28.7% of the total seizure in the province respectively. From January to september 2007, Guangdong Customs solved 119 drug cases, captured 116 criminal cases and seized 246 kilograms of illicit drugs, increasing by 48.8%, 20. 8% and 7.7% respectively compared with the same period in the previous year; it also strengthened the suppression on drug trafficking through postal channels. Beijing established drug check and interdiction linkage and reward mechanism among civil aviation, railway, long-distance passenger transport, logistics and postal administration agencies, solved 106 drug trafficking and smuggling cases, captured 147 suspects and seized 87 kilograms of illicit drugs through the mechanism from January to october 2007, which accounted for 79.15% of the total drug seizure in Beijing and was 1.74 times of the seizure in 2006 the same period in from drug trafficking and smuggling cases.
