CHAPTER 10 COMPARISON AND CONCLUSIONS

In the study, two generations of problem definitions have been
identified. The first definitions developed during the second half of the
1960s when drug use among youth was perceived as a problem. The
second definitions developed when the action programmes had been
implemented and were an adjustment of the first, based on experiences
from the action programmes and developments in the field of drug use.
The second definition was adopted in both countries around 1984. The
two generations of problem definitions of the modern drug problem can
be summarised in the figure below.
