Part II: THE HISTORICAL CONTEXT

As shown in figure 2 in the previous chapter, contextual factors that influence the problem definition and the action programme can be identified at three levels. In Part II, these contexts will be described, starting with the international level, via the national context, to more specific national practices of formal social control of alcohol. Part II closes with a description of traditions of control of drugs and the period in which the drug problem emerged, i.e. the 1960s.
