Drug Abuse

Dear colleagues,

was developed by the participants of the seminar International Mechanisms of Advocacy for the Rights of People Affected by HIV, conceptualized and organized by the Eurasian Harm Reduction Network (EHRN) on May 15-16, 2011 in Kyiv, Ukraine, with financial support from Open Society Foundations.

In this statement the representatives of the community of people who use drugs and OST program clients in EECA appeal to national governments and international organizations and request to facilitate the adoption of guiding principles on humane drug policies; to facilitate putting in place such laws that protect human rights of people who use drugs on a non-discriminatory basis, and that contribute to achieving the goals of universal access to HIV prevention and treatment. The statement is based on personal experiences of people who use drugs, experiences of their families and friends.

Central and Eastern Europe and Central Asia are currently witnessing the fastest growing HIV epidemics in the world. Since 2001, the number of people living with HIV in the region has more than doubled, from 630,000 to 1.6 million.  Drug use in many countries is considered as a public safety issue, rather than healthcare.

IT IS TIME FOR NATIONAL LEGISLATION THAT DOES NOT VIOLATE HUMAN RIGHTS OF PEOPLE WHO USE DRUGS.
