Background

The Secretary General Ban Ki-moon called for a 13 million people in need of HIV treatment to be on life-saving antiretroviral therapy (ART) by 2015. And some are calling for 15 million, which is closer to 80%. However, in its submission the EU bloc has removed any reference to a target, instead proposing language to "significantly increase the numbers of people living with HIV who are provided with access to HIV antiretroviral treatment." The EU bloc also sought to delete text stating concern over the impact on access to affordable medicines of overly restrictive intellectual property measures that surpass international agreements.

As (a person standing in solidarity with those living with or affected by HIV/a person living with HIV) I'm calling to express my disappointment with [name of country] and the EU bloc of member states scaling back on the effort to reach more people with life-saving treatment.

We need the EU to commit to 15 million people on ARV treatment by the end of 2015. Instead the EU bloc has amended the draft outcomes document so as to delete a target.

With scale-up of HIV treatment, we can reduce illness, death, and cut the risk of HIV transmission by 96%.

The EU should support 15 million people on ARV treatment by 2015.

The EU bloc's amendments to the Zero Document

The EU bloc's changes to the first draft of the outcomes document substantially weakens the global HIV response in two key areas, the global target of the number of people living with HIV that will be provided HIV/AIDS treatment in the coming years and intellectual property policies to make HIV medicines more affordable.
