FOREWORD
The debate concerning the effects of marihuana has involved. dis-cussion by citizens and experts in virtually- every part of the country. The Subcommittee. on Alcoholism and Narcotics of the Senate Com-mittee on Labor and Public Welfare, which is charged with the pre-liminary handling of reports and legislation in the cfrug abuse field, is deeply interested in the debate.
This document, "Marilniami and Health, A Report to the Conaress from. the Secretary, Department of Health, Education, and Welfr'are," which has been transmitted to the Congress and referred to this com-mittee provides much infOrmation about this controversial d.rug to our citizens fo their education and'enlightenment. It will also be of great interest to Members of Congress and to State and locAtl officials who are charged with making and recommending public policy concerning the use of marihuana.
