State Council AIDS Working Committee Office
The State Council AIDS Working Committee was established in February 2004 (State Council Office Document (2004] No.15) to strengthen the previous AIDS coordinating mechanism that had been in place since 1996.
The State Council AIDS Working Committee Office (SCAWCO) is the executive body of working committee. It is located in the office of the Ministry of Health. SCAWCO comprises three divisions: the Division of Administration; the Division of Policy and Coordination and the Division of Planning and Monitoring. Its main tasks are cts follows:
1. Propose evidence-informed policy and strategy on the AIDS response;
2. Provide guidance and technical support to line ministries on development of annual work plans and working protocols for the AIDS response;
3. Organize cross-sector monitoring and supervision of the AIDS response;
4. Coordinate cross-sector efforts in problem solving;
5. Organize meetings and events initiated by the Committee and monitor the implementation of the programme decided by the Committee;
United Nations Theme Group on AIDS
The United Nations Theme Group (UNTG) on AIDS has overall policy and programme guidance responsibility far the United Nations Joint AIDS Team and the United Nations Joint Programme on AIDS in China. Five technical working groups under the UNTG provide a forum for in-depth assessment of issues and responses in specific areas. These cover prevention amongst high risk behaviour populations; men who have sex with men; HIV and drug use; treatment, care and support; and children affected by AIDS. UNAIDS provides secretarial support to the UNTG, while designated agencies manage the technical working groups.
