Attached please find the letter drafted by Andrey Rylkov Foundation in Russia asking to introduce OST and scale up harm reduction services in Russia, the initiative goes back to the EECAAC 2009, where the signatures against and for OST were being collected, but at this point our colleagues in Russia would appreciate as much support as possible.
