Foreword

This Commentary has been issued in pursuance of paragraph 1 of Ecomic and Social Council Resolution 914 D (XXXIV) of 3 August 1962. The Secretary General wishes to express his thanks to Mr. Adolf Lande, former Secretary of the Permanent Central Narcotics Board and the drug Supervisory Body, for his valuable assistance in preparing the Commentary.
